Guards / Suppression
- All keyboard handlers are suppressed when
inKeyEntryTool === true(a modal/dialog is open) - In TL skin, the image viewer service gets first priority on keyboard events
- Plain arrow keys (without modifiers) are never intercepted, preserving caret browsing (F7) functionality
